The lack of a custom fields option is usually attributed to plugins which disable the option such as the Advanced Custom Fields plugin. The guideline to resolve the issue for this specific plugin was to add the following code in the functions.php file of your WordPress theme:

add_filter('acf/settings/remove_wp_meta_box', '__return_false');

However, in WordPress versions 5 and above the option has moved.

On the create or edit page of a post or page users must now click on the three dots (settings) on the top right and from there go to options.
